Objectives of the project:

This Action focuses on strengthening networking, dialogue and cooperation among key climate change stakeholders within the RoK and between the RoK and the EU.
The project is designed in such a way, as to streamline the information and knowledge exchange in the key climate related fields through the EU-RoK Joint Platform on Low Carbon Economy (hereafter referred to also as the Joint Platform). The Joint Platform will establish links with all identified key stakeholder groups to ensure their support for the Platform’s aims and activities.

Key expert 1: Team Leader and Low Carbon Policy Expert
The Project Team Leader is responsible for the overall management of the project and the achievement of results. S/he will be responsible for the implementation of all tasks, coordinating individual expert inputs and for reporting, including financial reporting. S/he is also responsible for ensuring timely and high quality content inputs for the Low Carbon Platform. S/he will be the primary contact for the EU.
The Key expert 1 shall fulfil the following minimum requirements:
Qualifications and skills
 University degree in a discipline relevant to the scope of the assignment, such as environmental studies/ resource and environmental management/ climate change/ sustainable urban development/ low carbon development/ environmental economics or equivalent professional experience of at least three years on the top of the minimum general professional experience of 10 years.

Fluency in English
General professional experience
 Participation in at least two projects in a Team Leader role
 Minimum of 10 years work experience in the fields covered by the Project scope
Specific professional experience
 Minimum 5 years of proven post-degree professional experience in implementing multi-stakeholder projects, involving such actors as the Government, civil society, private sector or academia, in climate change/low carbon development related fields.

In addition to the minimum requirements described above, the following qualities and experience are considered desirable. The following qualities and experience will not form the basis for the rejection of an offer but will be used to further assess the strengths of the Key expert that meets the minimum requirements:
Qualifications and skills
 Proven communication and negotiation skills.
 Command of Korean

General Professional experience
 Full command of the principles and working methods of project cycle management and understanding of the EC procedures.
 Knowledge of Climate Change/Low Carbon/Green Urban Development policies in EU and Korea.
 Experience as a Team Leader in an EU project and/or a project of a similar scale and scope
Specific professional experience
 Experience of working in the Republic of Korea, preferably, in the fields covered by the project.
 Experience in developing policies and/or strategies for transition to a Low Carbon Economy.
 Experience in working on projects to raise awareness and improve stakeholder engagement in climate change mitigation and/or low carbon development process.
 Demonstrated experience in multi-national projects relevant to this Project scope during the previous 5 years.
